Charles Perkins holds a B.S. from the United States Naval Academy, an MBA from the University of California at Berkeley and a Ph.D. from George Washington University.
Perkins held the post of provost at Point Park University from 2007 through 2010. Prior to that, he worked at Alvernia College in Reading, Pa., where he held several positions, including provost and executive vice president.
He served as chair of the Department of Business and Economics and dean of the Division of Professional Studies at Missouri Western State College from 1991-1997. At the U.S. Military Academy, Perkins was acting dean for faculty and finance, financial manager for the Division of Mathematics and Science and associate chairperson of the economics department from 1982-1985.
Perkins completed a 20-year naval career as a naval supply officer in 1991, retiring at the rank of commander.
